About the project:

We are applying for a tender in Indonesia of Gesellschaft für internationale Zusammenarbeit (GIZ). The “Green Jobs for Social Inclusion and Sustainable Transformation (GESIT)” project in Indonesia (July 2023 - June 2028) aims to promote inclusive green employment. It addresses the environmental impacts of Indonesia’s development by focusing on four key areas: strengthening policy frameworks, inclusive upskilling and reskilling, subnational green jobs promotion, and improved coordination and monitoring.

The project will develop strategic documents, involve the private sector, and enhance data on green jobs. It will create upskilling modules, pilot reskilling concepts for the unemployed, and ensure inclusivity, especially for women and disadvantaged groups. In three pilot provinces—East Java, East Kalimantan, and Riau Islands—it will support multi-stakeholder partnerships and integrate green jobs into provincial plans.

Place of work: Indonesia
Duration: The assignment includes 72 expert days in Indonesia spread over 3 missions and 3 years from March 2025 (check Terms of Reference)
 
Tasks of the Key Expert 2:

•    Technical Expertise: Provide national technical expertise and guidance on renewable energy and energy efficiency-related professions, skills needs, and skills development across all GESIT intervention areas.
•    Project Support: Assist the GIZ and Bappenas teams in planning, implementing, and evaluating VET and employment-related project activities in renewable energy and energy efficiency.
•    Networking and Partnerships: Facilitate the establishment of partnerships between Bappenas, GIZ, and relevant public and private stakeholders, including academia, research institutions, business associations, state-owned companies, and NGOs.
•    Strategic Development: Advise GIZ advisors and Bappenas staff on developing strategies, concepts, and activity plans related to renewable energy and energy efficiency.
•    Public Engagement: Provide technical expertise on green jobs, skills needs, and employment opportunities in renewable energy and energy efficiency at public events such as focus group discussions, public consultations, conferences, seminars, and forums at both national and subnational levels.

Required Qualifications of the Key Expert 2:

•    Education/Training: University degree (e.g., Master’s or German Diplom) in Energy, Energy Systems, Energy Management, Renewable/Green Energy, or a related field..
•    Language: Proficiency in English at C1 level in the Common European Framework of Reference for Languages.
•    Professional Experience:
o    At least 10 years of professional experience in the renewable energy sector, with a focus on energy efficiency.
o    Minimum of 5 years of experience in vocational education and training (VET), including direct work with or advisory roles for VET institutions.
•    Additional Skills: Proven experience in developing and delivering VET programs in renewable energy or energy efficiency.
