Der inhaltliche Schwerpunkt liegt auf Projekten der Entwicklungszusammenarbeit in den Bereichen Stadtteilsanierung, Kommunal­entwicklung, Sozialfonds, Jugendförderung, soziale Integration und Gewaltprävention.

Projektbeschreibung:
Für ein KfW-finanziertes Projekt in Honduras suchen wir zum frühestmöglichen Zeitpunkt eine*n:

Teamleiter*in für ein Projekt zur Gewaltprävention und sozio-ökonomischen Integration von Jugendlichen und zur Verbesserung von jugendspezifischer Infrastruktur in Honduras (CONVIVIR, Phase III).

Region: Sitz in Tegucigalpa – Honduras

Umfang und Dauer: bis zu 36 Fachkraftmonate im Zeitraum von voraussichtlich April 2025 bis April 2028.

Stellenbeschreibung:
Die/der internationale Teamleiter*in hat die Verantwortung für die technische Assistenz (TA) des KfW-finanzierten Vorhabens zur Gewaltprävention und sozio-ökonomischen Integration von Jugendlichen in Honduras. Die Umsetzung erfolgt in enger Zusammenarbeit mit dem verantwortlichen Projektträger, dem honduranischen Sozialinvestitionsfond sowie weiteren relevanten Akteuren.

Aufgaben:
Die Aufgaben umfassen die Unterstützung des Projektträgers bei der Umsetzungsplanung und Durchführung des Vorhabens gemäß den vertraglichen Vereinbarungen mit der KfW. Dazu gehören unter anderem:

• Beratung und Kapazitätsentwicklung des Projektträgers

• Überprüfung der Einhaltung von Anforderungen und Rückmeldung an den Projektträger

• Entwicklung und Fortschreibung eines Umsetzungshandbuchs und von Umsetzungsplänen

• Erarbeitung von Beschaffungs- und Vergabeplänen

• Beratung und Begleitung der Maßnahmen in den ausgewählten Gemeinden und Stadtteilen sowie die gemeinsame Sicherstellung der Erreichung der Projektziele und -indikatoren.

Inhaltlicher Fokus:
Der Fokus liegt auf der Identifizierung, strategischen Planung, Überwachung und Umsetzung von Infrastrukturmaßnahmen und sozialen Interventionen in den ausgewählten Gemeinden, die zur Erreichung der Projektziele und -indikatoren beitragen. Dies erfolgt in enger Zusammenarbeit mit dem verantwortlichen Projektträger und unter Einbeziehung weiterer Projektakteure. Die genauen Bedingungen werden mit dem/der Bewerber*in festgelegt.

Anforderungen:
Für diese internationale Langzeitfachkraft (LZF) wird folgendes erwartet:

• Abgeschlossenes Hochschulstudium (Master) in Architektur, Stadtplanung, Bauingenieurwesen oder Projektmanagement, Betriebswirtschaft.

• Mindestens zehn Jahre Berufserfahrung in der Entwicklungszusammenarbeit.

• Mindestens fünf Jahre Erfahrung in:

  • Management von Investitionsprojekten (Infrastruktur) im städtischen Umfeld.

  • Leitung und Koordination multidisziplinärer Teams, Personalentwicklung und Finanzmanagement.

  • Management und Expertise mit Vergaberichtlinien von der KfW oder der Weltbank.

  • Monitoring und Evaluierung der Projektergebnisse.

• Arbeitserfahrung in einem lateinamerikanischen Land bzw. in Zentralamerika.

• Verhandlungssichere Beherrschung der spanischen Sprache in Wort und Schrift sowie die Fähigkeit, sich auf Deutsch oder Englisch zu verständigen.

• Kenntnisse der Ansätze zur Gewaltprävention durch Gestaltung des räumlichen Umfelds (CPTED) sowie Management von partizipativen Projekten mit Beteiligung der lokalen Bevölkerung sind von Vorteil.

• Vertretung des Konsortiums gegenüber nationalen und internationalen Institutionen sowie regelmäßige Berichterstattung an das Konsortium.

Spezifische Aufgaben:

• Technisches und finanzielles Management der Technischen Assistenz (TA) für das Vorhaben gemäß ToR und Vertrag zwischen dem Projektträger und dem Konsortium; Sicherstellung der Einhaltung aller fachlichen, administrativen und finanziellen Anforderungen.

• Entwicklung und regelmäßige Aktualisierung der Umsetzungspläne für das Vorhaben (vierteljährlich) sowie Anpassung der Finanzpläne (PAAC, POA) in Zusammenarbeit mit dem Projektträger gemäß jährlicher Planung oder nach Bedarf.

• Beratung und Unterstützung bei der partizipativen Identifizierung, Planung, Steuerung und Umsetzung von Infrastrukturprojekten und sozialen Prozessen sowie der Überwachung der Aktivitäten in den ausgewählten Gemeinden und Stadtteilen.

• Beratung und Unterstützung bei der Umsetzung von Infrastrukturmaßnahmen mit Beteiligung der lokalen Bevölkerung.

• Beratung und Unterstützung des Projektträgers bei der Erarbeitung von Beschaffungs- und Vergabeplänen sowie der Budgetplanung.

• Überprüfung der Einhaltung maßgeblicher Anforderungen, insbesondere der Auftragsvergabeverfahren (Infrastrukturverträge mit Bauunternehmen sowie Verträge für soziale und Bildungsprojekte mit Fachorganisationen, NGOs und spezialisierten Experten) in Bezug auf Konformität mit den gültigen Vergaberichtlinien des Projektträgers und der KfW.

• Bedarfsorientierte Kapazitätsentwicklung des Projektträgers und anderer beteiligten Institutionen.

• Kontrolle des Einsatzes finanzieller Mittel und Unterstützung bei der Erstellung von Anträgen zum Mittelabfluss und von Berichten über die Verwendung der Mittel.

• Überwachung der Qualität aller Projektaktivitäten und -Maßnahmen.

• Gemeinsame Sicherstellung der Erreichung der Projektziele und -indikatoren auf Basis eines regelmäßigen Monitorings.

• Erstellung von (Quartals-) Berichten über den Projektfortschritt gemäß dem vereinbarten Format sowie Abstimmung der Berichte mit dem Projektträger

• Kontinuierliche Kommunikation und Kooperation mit dem Projektträger sowie anderen relevanten Akteuren auf nationaler und dezentraler Ebene.

• Leitung des Teams der Technischen Assistenz (3 Personen).

• Vorbereitung, Vergabe und Begleitung der Einsätze von Kurzzeitexperten als Bestandteil der Technischen Assistenz in Abstimmung mit dem Projektträger sowie Qualitätssicherung der erbrachten Leistungen.

Descripción del Puesto:
El/la líder de equipo internacional es responsable de la Asistencia Técnica (TA) del proyecto financiado por la KfW para la prevención de la violencia y la integración socioeconómica de jóvenes en Honduras. La implementación se realizará en estrecha colaboración con el responsable del proyecto, el Fondo Social de Inversión de Honduras y otros actores relevantes.

Tareas:
Las tareas incluyen el apoyo al responsable del proyecto en la planificación y ejecución del mismo, de acuerdo con los acuerdos contractuales con la KfW. Entre ellas se incluyen:

• Asesoramiento y desarrollo de capacidades del responsable del proyecto

• Revisión del cumplimiento de los requisitos y retroalimentación al responsable del proyecto

• Desarrollo y actualización de un manual de implementación y de planes de acción

• Elaboración de planes de adquisiciones y contratación

• Asesoramiento y acompañamiento en las medidas implementadas en las comunidades y barrios seleccionados, garantizando conjuntamente el logro de los objetivos e indicadores del proyecto

• Comunicación y cooperación continuas con el responsable del proyecto y otros actores relevantes a nivel nacional y descentralizado

• Elaboración de informes (trimestrales) sobre el progreso del proyecto, en el formato acordado, y coordinación de dichos informes con el responsable del proyecto

Enfoque Temático:
El proyecto se centra en la identificación, planificación estratégica, supervisión y ejecución de medidas de infraestructura e intervenciones sociales en las comunidades seleccionadas, contribuyendo al logro de los objetivos e indicadores del proyecto. Esto se realizará en estrecha colaboración con el responsable del proyecto e involucrando a otros actores. Las condiciones exactas se establecerán de común acuerdo con el/la candidato/a.

Requisitos:
Para esta posición internacional a largo plazo (LZF se requiere:

• Título universitario completo (Máster) en Arquitectura, Urbanismo, Ingeniería Civil, Gestión de Proyectos o Administración de Empresas.

• Al menos diez años de experiencia profesional en cooperación para el desarrollo.

• Al menos cinco años de experiencia en:

  • Gestión de proyectos de inversión (infraestructura) en entornos urbanos. Liderazgo y coordinación de equipos multidisciplinarios, desarrollo de personal y gestión financiera.

  • Gestión y experiencia con las directrices de contratación de la KfW o del Banco Mundial.

  • Monitoreo y evaluación de los resultados del proyecto.

• Experiencia laboral en un país latinoamericano o en Centroamérica.

• Dominio del idioma español a nivel negociador, tanto oral como escrito, así como la capacidad de comunicarse en alemán o inglés.

• Se valorarán conocimientos en enfoques de prevención de la violencia mediante el diseño del entorno físico (CPTED) y experiencia en la gestión de proyectos participativos con la población local.

• Representación del consorcio ante instituciones nacionales e internacionales, así como la presentación regular de informes al consorcio.

Tareas Específicas:

• Gestión técnica y financiera de la Asistencia Técnica (TA) para el proyecto, conforme a los Términos de Referencia (ToR) y al contrato entre el responsable del proyecto y el consorcio; asegurando el cumplimiento de todos los requisitos técnicos, administrativos y financieros.

• Desarrollo y actualización regular de los planes de implementación (trimestralmente) y adaptación de los planes financieros (PAAC, POA) en colaboración con el responsable del proyecto, según la planificación anual o cuando sea necesario

• Asesoramiento y apoyo en la identificación participativa, planificación, gestión y ejecución de proyectos de infraestructura y procesos sociales, así como en la supervisión de las actividades en las comunidades y barrios seleccionados.

• Asesoramiento y apoyo al responsable del proyecto en la elaboración de planes de adquisiciones, contratación y planificación presupuestaria.

• Revisión del cumplimiento de los requisitos clave, en particular de los procedimientos de contratación (contratos de infraestructura con empresas constructoras y contratos para proyectos sociales y educativos con organizaciones especializadas, ONG y expertos), en conformidad con las directrices vigentes del responsable del proyecto y la KfW.

• Desarrollo de capacidades del responsable del proyecto y de otras instituciones involucradas, según las necesidades.

• Control del uso de los recursos financieros y apoyo en la elaboración de solicitudes de desembolso y de informes sobre el uso de los fondos.

• Supervisión de la calidad de todas las actividades y medidas del proyecto.

• Liderazgo del equipo de Asistencia Técnica (3 personas)

Job Title:
Team Leader for a Project on Violence Prevention and Socio-Economic Integration of Youth and the Improvement of Youth-Specific Infrastructure in Honduras (CONVIVIR, Phase III)

Scope and Duration:
Up to 36 FTE months during the period from approximately April 2025 to April 2028

Job Description:
The international team leader is responsible for the Technical Assistance (TA) of the KfW-funded project for violence prevention and the socio-economic integration of youth in Honduras. Implementation is carried out in close cooperation with the project sponsor, the Honduran Social Investment Fund, and other relevant stakeholders.

Tasks:
The tasks include supporting the project sponsor in the planning and execution of the project in accordance with the contractual agreements with KfW. This includes, among others:

• Consulting and capacity building for the project sponsor

• Reviewing compliance with requirements and providing feedback to the project sponsor

• Developing and updating an implementation manual and action plans

• Preparing procurement and contracting plans

• Advising and supporting the measures in the selected communities and districts, while jointly ensuring the achievement of the project objectives and indicators

• Maintaining continuous communication and cooperation with the project sponsor and other relevant stakeholders at both national and decentralized levels

• Preparing (quarterly) reports on project progress in the agreed format and coordinating these reports with the project sponsor

Thematic Focus:
The project focuses on the identification, strategic planning, monitoring, and implementation of infrastructure measures and social interventions in the selected communities that contribute to achieving the project objectives and indicators. This is carried out in close cooperation with the project sponsor and with the involvement of other project stakeholders. The exact conditions will be determined in agreement with the successful candidate.

Requirements:
For this international long-term specialist (LZF), the following is expected:

• A completed university degree (Master) in Architecture, Urban Planning, Civil Engineering, or Project Management, Business Administration.

•  At least ten years of professional experience in development cooperation.

•  At least five years of experience in:

  • Managing investment projects (infrastructure) in urban environments.

  • Leading and coordinating multidisciplinary teams, personnel development, and financial management.

  • Management and expertise with contracting guidelines from KfW or the World Bank.

  • Monitoring and evaluating project outcomes.

• Work experience in a Latin American country or in Central America.

• Negotiation-level proficiency in Spanish, both written and spoken, as well as the ability to communicate in German or English.

• Knowledge of approaches to violence prevention through the design of the physical environment (CPTED) and experience in managing participatory projects involving the local population is an advantage.

• Representation of the consortium before national and international institutions, as well as regular reporting to the consortium.

Specific Tasks:

• Technical and financial management of the Technical Assistance (TA) for the project in accordance with the Terms of Reference (ToR) and the contract between the project sponsor and the consortium; ensuring compliance with all technical, administrative, and financial requirements.

• Development and regular updating of the implementation plans for the project (quarterly), as well as adjustment of the financial plans (PAAC, POA) in cooperation with the project sponsor according to annual planning or as needed.

• Consulting and support in the participatory identification, planning, management, and implementation of infrastructure projects and social processes, as well as monitoring the activities in the selected communities and districts.

• Advising and supporting the project sponsor in preparing procurement and contracting plans and budget planning.

• Reviewing compliance with key requirements, particularly the contracting procedures (infrastructure contracts with construction companies as well as contracts for social and educational projects with specialized organizations, NGOs, and experts) in relation to the valid contracting guidelines of the project sponsor and KfW.
  Needs-based capacity building for the project sponsor and other involved institutions.

• Monitoring the use of financial resources and supporting the preparation of fund disbursement requests and reports on the use of funds.
  Monitoring the quality of all project activities and measures.

• Jointly ensuring the achievement of the project objectives and indicators based on regular monitoring.

• Preparing (quarterly) reports on project progress in accordance with the agreed format and coordinating these reports with the project sponsor.

• Leading the Technical Assistance team (3 persons).

• Preparing, awarding, and accompanying assignments for short-term experts as part of the Technical Assistance in coordination with the project sponsor, as well as ensuring the quality of the services provided.
