Call for Moldovan Experts (f / m / d)

About the project:

We are applying for a tender in the Republic of Moldova of Gesellschaft für internationale Zusammenarbeit (GIZ). The Youth Employment Promotion Project in the Republic of Moldova tries to support young people who are not in education, training or employment to find good jobs in Moldova by identifying employment opportunities, providing tailored counseling and qualifications, and using local outreach strategies. The employment of young NEETs (Not in Education, Employment, or Training) in Moldova faces challenges like lack of job information, poor cooperation between ministries and employers, and insufficient short-term qualifications. Additionally, there are few networks to engage NEETs in active labor policies, limiting their access to good jobs. The project focuses on six regions: Balti, Chisinau, Edinet, Orhei, Soroca, and Ungheni. The project runs from January 2024 until December 2026.

As a Short-term Experts in "Labour market-oriented Qualifications" with primarily regional or national experience.

Place of work: Chisinau, Moldova

Tasks of Short-term Experts in "Labour market-oriented Qualifications":

  • Developing short courses (up to six months) based on labor market analysis and job profiles in six regions, in collaboration with training institutions and local employers.
  • Integrating gender-responsive approaches in curricula, teaching materials, and methodologies.
  • Providing capacity development for management and teaching staff through training and coaching.
  • Piloting the new courses with selected training institutions.
  • Advising on establishing a monitoring mechanism to track participants’ career progress.
  • Conceptualizing and moderating workshops, and drafting reports.

Required Qualifications of Short-term Experts in "Labour market-oriented Qualifications":

  • Education/Training: University degree in educational sciences or relevant field (expertise in energy engineering, IT, and business administration).
  • Language: Excellent English (C1), Romanian (C2), and Russian (C1) skills.
  • General Professional Experience: 10 years in vocational education and training.
  • Specific Professional Experience: 8 years in the relevant occupation (expertise in energy engineering, IT, and business administration, 5 years in curriculum design for vocational programs or 5 years in developing and implementing tracer studies.
  • Professional Experience in Region: 5 years in Eastern Europe, with 4 years in Moldova.
  • Development Cooperation Experience: 3 years of experience in development cooperation projects

As a Short-term Experts in "Local Networks and Outreach Activities" with primarily regional or national experience.

Place of work: Chisinau, Moldova

Tasks of Short-term Experts in "Local Networks and Outreach Activities":

  • Advise on organizational and strategy development for local outreach networks.
  • Develop governance structures, decision-making processes, and resource allocation concepts.
  • Implement training and coaching to enhance skills in communication, PR, project management, gender-transformative approaches, and event management.
  • Advise on conceptualizing and conducting outreach activities for young NEETs.
  • Conceptualize and moderate trainings and workshops, and draft reports.

Required Qualifications of Short-term Experts in "Local Networks and Outreach Activities":

  • Education/Training: University degree in economics, law, social sciences, public administration, communication and public relations, or organizational development.
  • Language: Excellent English (C1), Romanian (C2), and Russian (C1) skills.
  • General Professional Experience: 10 years in organizational and strategy development, and cooperation management.
  • Specific Professional Experience: 7 years in developing complex cooperation systems, including stakeholder engagement and organizational development.
  • 5 years in communication and outreach services (for two experts).
  • 3 years in gender equality, diversity, and inclusion (for one expert).
  • Professional Experience in Region: 5 years in Eastern Europe, with 4 years in Moldova.
  • Development Cooperation Experience: 3 years in development cooperation projects.
